> Save the ECI. Save Participatory Democracy in the EU.
>
> Dear Friends of the ECI,
>
> The world’s first transnational participatory and digital democracy tool, the European Citizens’ Initiative (ECI), has been up and running for over 2 ½ years. When it was launched in April 2012, EU leaders declared the ECI to be a “powerful new democratic instrument that will change how the EU is run”. Citizens rightly expected much. Sadly, they’ve mostly been disappointed.
>
> EU decision-makers saddled the ECI with burdensome rules and procedures that have handicapped ECI users and discouraged new ones. With few new ECIs <http://citizens-initiative.us8.list-manage1.com/track/click?u=0353e48496047534e51defd75&id=89e8b673c2&e=d0cae95e3d> being registered and over 20 ECI campaigns complaining of serious flaws in ECI rules, the ECI needs radical reform.
>
> The time has come to take action. In early 2015, the ECI regulation will come up for official review. This is a once-in-a-lifetime chance to fix the ECI’s flaws and strengthen participatory democracy in Europe.
>
> The ECI Campaign has been advocating for a meaningful EU citizens’ initiative right since 2002 and we won’t stop until the ECI works for all EU citizens. We believe that the EU is in trouble and the only way out is to let citizens in. We ask you to join us in telling the European Commission, Council and Parliament to “eliminate restrictive ECI rules and tear down the walls blocking participatory democracy in the EU.”
>
> With this newly re-launched newsletter, The ECI Campaign returns with regular ECI news updates and suggestions for how you can help make the ECI work. Please feel free to share with others, as well as contact us with comments and suggestions.

> 12 WAYS TO BUILD AN ECI THAT WORKS! <http://citizens-initiative.us8.list-manage.com/track/click?u=0353e48496047534e51defd75&id=1fe594b2ba&e=d0cae95e3d>
> All ECI campaigns, whether run by well-resourced organisations or by volunteers on a shoe-string budget, faced similar barriers that stem from inherent weaknesses in the ECI regulation. Many procedures are unnecessarily bureaucratic and burdensome. A radical simplification and harmonisation of the ECI regulation and related rules is clearly needed. We summarised recommendations from ECI campaigns and stakeholders for how to change the ECI’s governing rules so the ECI can fulfil its potential as a transnational participatory democracy tool.

> COMMISSION REGISTRATION DECISIONS ARE UNDERMINING THE ECI <http://citizens-initiative.us8.list-manage.com/track/click?u=0353e48496047534e51defd75&id=38f30b02e2&e=d0cae95e3d>
> Only two ECIs <http://citizens-initiative.us8.list-manage2.com/track/click?u=0353e48496047534e51defd75&id=f85ef4bfa9&e=d0cae95e3d> are currently collecting signatures. One reason is the Commission’s overly zealous use of the legal admissibility check at registration. Over 40% of proposed ECIs have been refused registration <http://citizens-initiative.us8.list-manage2.com/track/click?u=0353e48496047534e51defd75&id=d458158004&e=d0cae95e3d>. > On 14 October 2014, together with End Ecocide, we organised a half-day event entitled “An ECI For the Next Generation”, held at Mundo B, Brussels. The aim of the event was to answer our main concern: what can be done to ensure that the ECI will work for young and future organizers using the world’s first tool of participatory, transnational and digital democracy?
